making photos SMALLER,HELP please

i want to know how to make my pictures smaller or the same as 250k can someone please help me,thank you

You need to use a photo editor such as photoshop, windows paint, etc. then either edit its properties, crop it or resize it. It isnt an easy thing to explain in the forums, but you should be able to get it, just play around with your photo editor.
