Metabolic Bone Disease??

I recently acqired an alligator snapper and i noticed his shell is a little soft. His appetite is good! I was wondering if it is noraml for a turtle this young to have a softer shell. He also has a couple of little red dots on his shell. I'm really concerned, please help.
