I doubt you'll be able to track one down via commercial channels (breeders or pet stores). Your best bet might be to go find your own--they are locally common in many parts of their range, and all it should take is a hunting license (or fishing license, depending on the state).

Some questions:
1. Why do you want an adult female rather than a baby?
2. Did you look at the sponsor of this forum Scott Feltzers web site? He sells wandering garters.
Captive bred Wandering garter snakes are available, but you will likely only be able to buy babies. A captive bred animal will not have internal parasites and/or injuries.
To get an adult you will likely have to collect it from the wild. To do so, consult a field guide to western reptiles and amphibians to find out if you live within their range, wait till springtime, and then look for them along streams or wetlands.
Please note, a wild caught garter snake will likely have internal parasites and/or injuries.
