bedding material for adult leopard tortoises

What would you recommend for bedding for adult leopard tortoises?

I have three adult leopard tortoises. I use tomothy hay as bedding material both inside and outside. During the cold time of year, they are inside in their house. Floor substrate is sand with timothy hay overtop of the sand. Also, hay is piled more deeply inside their hide box.
