Frog doesn't soak in water bowl

Frog doesn't soak in water bowl, it seems healthy, it acts like a normal pacman. Has a good appetite, but it just doesnt soak in water. Anything wrong?

No, I had hornfrogs, and they feel more comfortable being buried in substate than to be out in the open soaking in water. It is cool because they sort of curl up in the dirt.
