AZ temps too extreme for Greek Tortoise?

I have a 2-year-old Greek tortoise named Spartacus that I would like to move outside full time this year. However, I am concerned about the high temperatures. I live in Phoenix, AZ. It easily reaches a high of 110-115 degrees most of the summer. With plenty of shade and places to dig, do you think he will be okay? I don’t know what sub species he is, but he is pretty dark in color. Kind of an olive color with black accents.

I am also wondering if I can leave him out all winter. It only reaches freezing maybe one or two days a year!
