Peat moss works just fine. NEVER under any circumstances use soil that contains perlite. Perlite is cancerous to reptiles. Use peat moss, it's simple, easy to find, inexpensive and it hold humidity well.

I just used regular organic top soil mixed with a little peat moss. I sprayed it everyday to keep it moist.

Potted plants. potted plants are good for two reasons. One, the plant will let you know if the substrate is too dry. Second, Waterdragons naturally lay their eggs at the base of a plant in an area of full sunlight. The substrate is unimportant, because you should move the eggs to incubator imediately upon laying. I use sterile vermiculite as a substrate for the incubator.
