For now, what I would do is set him up in a bare tank. Put moist paper towel on the bottom and a couple hide spots (potho clippings work really well because they can last a VERY long time without actually being in soil. What I do I just put them in the water dish.) Offer clean, treated water evey couple hours and watch him closely.
I'm sure that later today (once others get home from work and such) you will get other responces on this matter and perhaps someone will have other tips for you. Do you have a regular vet for your other animals? Perhaps see if you can call and talk to the Dr. I know that others have had some success in gently easing the prolapse back in, but I really wouldn't try it myself for fear of stressing the frog and causing other problems.
See if perhaps your parents can call around for you, find a herp vet in your area. Maybe you can even find one that will look at your frog and bill you later, or allow you to make payments?
