If your UTH only gets up to 80 on the warm end, why not just leave it on all the time and add a lamp on the warm side during the day? you can easily gain 5-10 degrees with a (relatively) low wattage regular light bulb during the day, and that would add nicely to your 80 base temp. By using a light, it would also help establish a consistent day/night schedule for your leo. Just plug the light into a timer. ($5-10 at a hardware store).
Besides that, regular light bulbs are cheap compared to ceramic or infrared bulbs and you can easily play around with different wattages for minimal $ if you don't guess the right wattage the first time.
I don't know the answer to your other question though.
