One of my friends told me that you have to have a permit to own these... is this true? If so what would I have to go through to get one of them.

Also who's a good breeder for them?

If you live in OH, KY, or MD you have to have permits. You have to have receipts proving that these are legally obtained animals (i.e. you bought them from someone w/ a permit) if you live in PA. If you are not sure, check w/ your local Dept. of Natural Resources - call twice as you may get two different answers each time you call.

Some of the very nicest white-sided black rats I've seen are from Manny and Yvonne Granados at myexotix. They're great people, too!
