What states are the most tolerant with respect to keeping venomous reptiles by private individuals?
South Carolina is exellent!
with just a few exeptions no rules/no permits
no permits needed or regulations. Except for Eastern Massassaugas because they're endangered. I can deal with that since I don't want one anyway.
The only state law here that affects venomous snakes is that you can only keep up to 6 specimens of each native species, but exotics are nonregulated. The township of Little Rock bans the sale of venomous reptiles in the city limits, but that's the only place with regulations in state as far as I'm aware. Arkansas is a pretty comfortable state all around for keeping many different animal species.

Little Rock does not ban the sale of venomous snakes, nor the possession.
even though one is suppose to register in with the local county wild life agency while living in Missouri for safty reasons ( I found it hard for my county wild life person to know WHY though when I lived there. My guess and his was in case of natural disaster, flood, fire, tornado, yeh I'm sure this would hinder rescue attempts of humans ( not kidding here folks )!
