my res has a tank with part land part water 2-3 inches and he has a basking light on his land but his eyes are like swollen shut for some reason please some one help!!!

Sorry to hear that your RES is not feeling well. There are a couple of things that I would suggest, number one being that you find a good herp vet.
Do you have a heater in your tank? It is very important to keep you water temps around 72 degrees. Unless of course you have a hatchling, then you would keep it a bit higher.
I would suggest that you increase your turtles water levels. RES's enjoy swimming very much and the more water the better. However, I think at this point the water level is the least of your concerns. I wouldn't augment him water levels if he is unable to see.
Is your turtle eating? And what do you feed him?
What type of basking light do you use? By this I mean was is the temp at the basking site. Do you use a UVB light? The UVB light aids in proper digestion and can lead to a variety of illnesses including Metabolic Bone Disease. Is your turtles shell soft?
I would make an appointment to see a herp vet in your area.

There are a number of reasons for a turtle's eyes to swell, some of which aren't directly related to the eyes. Some of the most common reasons for infections in the eyes are poor water quality, claws from other turtles and vitamin A deficiency. Bacteria is another cause for this these types of eye problems.
