Need of desperate help for little turtle i just inherited from it bad owner

I really need to know what kind of turtle this is cause he's a little baby, his previous owner stuck him in a 10 gallon tank, threw a few rocks in for him and on occation I would go in and check on him and his poor little tank would be filthy and bone dry. It would break my heart when i would put some water in there with him and to see his little neck shoot out so he could get something to drink. Sickens me.

But as to what he looks like he has horizontal running yellow stripes running down his head, he has a red belly, and in some checking up on him on the internet has the characteristics of the cooter on his shell. I can't seem to find a cooter with a red belly though. All the ones I have found had yellow bellies.

So please can someone help me with this delema I don't want to feed, or treat, or set up a home for him until I know what he is, he deserves much better then that after what he went thru before.

And oh, by the way he was caught wild and given to his 9 yr old boy to take care of, very bad idea.
