Just in case this helps he was found in maryland close to the chesapeake bay

Could be red bellied turtle. Or since it was poorly taken care of, the reddish plastron could indicate that the turtle is ill.

Can you get us a picture?

The bes way to start for a large turtle like this is with a large (55 gallons or more) plastic storage box and a clamp lamp as a heat source . Then find a reptile vet to get the turtle checked out.

You will need to makea pond or really big indoor enclosure for this turtle eventually. Adult Pseudemys (cooter and red bellies) don't generally do well in aquariums smaller than 200 gallons.
