uncirculated pond area

Would i be able to provide a water feature, though not being able to circulate it? I mean to provide a large container filled with gravel and slate tiles, but the water staying still? No filter, pump, etc. If so, how often would i have to change the water?

You will have to change it often, because you don't want the water to stagnate. I think the best thing to do is buy a small filter and have it just filter it out, adding some plants may help but in the long run, either weekly changes or having a filter will be the best results.

You may want to leave enough space in your pond to be able to drop a small pump into it for easy draining. Just connect a hose to the pump and run it out of the tank into a bucket. I do that with my false bottoms to clean them out. You will probably have to clean it weekly so it makes it much easier if you have pump access.
