Can turtle's break a leg?

Hello,
My European pond turtle has been sick lately, the front part of his body was entirely swollen and puffy. I have been giving him antibiotics and he has been eating lately, most of the swelling has gone down although he still can not put his "arms" in his shell. He is moving around fine except for one "arm". It is tucked against his body (which is still swollen on that side) while the other "arm" is used for swimming, crawling, eating...is it possible that he "broke a leg" jumping off a rock or something and that is how the swelling occured? It's POSSIBLE, but I don't know how likely it is. I guess an x-ray would be the only way to tell for sure.

Swollen legs are a bacterial condition that must be treated with injectable antibiotics such as Baytril and amikacin. Even after a full course of treatment, the swelling will not be fully reduced for an additional length of time. Prognosis is good, if you start antibiotics early,
