How long does it take garters to fully grow and how thick do they get?

I have a ribbon snake and i got in july he only shedded once and i noticed that he gets longer but not thick its that the way they grow?

All snakes, including garters and ribbons, grow continuously throughout their lives. The rate of growth slows in later years, but they will continue growing until the day they die. The growth occurs both in length and girth, but in general the increase in girth is virtually negligible in adults relative to the increase in length. This is especially true of ribbons, which are among the most slender of snakes. I'd guess a maximum girth on an adult ribbon would be around 3/4 inch in diameter; anything much larger would likely be a gravid female.
