could this, by chance, be Tillandsia usneoides (spanish moss)? If so, you can find this stuff in abundance in Florida and further south and alot of craft and pet stores sell it in a dead state. Your best bet would be to contact someone in Fla. that can collect some live and send it to you (if that's even legal). Other than spanish moss, I really don;t know what else it could be.
