i would not build an opened top enclosure just because it may not be safe for the iguana. if they want to get out they will find a way to get out. mine has done this once.
as for the dimensions i belive the minimum is 6feet long 5 or 6 feet high and 3 or 4 feet wide. bigger is always better if you go by the minimum you will probably end up with a mean sick iguana. some one may be able to give you a better answer.
i just built a cage that is 8 feet long 4.5 feet wide and 6.5 feet tall. and it still looks to small to me and he is only 4 feet long! but he is out of his cage every minute i am home and in my room.
