Yearling or Hatchling?

What do you guys think, is Mig a big hatchling, or a small yearling? He is about 28 inches long.

Here is a pic for reference, the "Red" mark indicates the 2 ft. mark.

Woops that should read "he is about 18 inches long" and "The red mark indicates the 1 ft. mark"

My guess is that he is still a hatchling. A yearling should be pretty close to adult size, and at 18" he is still a baby. Just a guess, I'm no expert.
