The latest is that the bill now applies to dogs and cats and it appears that it empowers counties to make this a law, so it may be be near as bad as the first version. It should be posted on the VA General Assembly Webpage Jan 14.

Personally, I have no problem with this bill (I should now clarify that I do not live in VA, but if a similar bill was presented in PA, I would support it). There are all together too many unwanted pets in this world. I have work extensively with the SPCA in my home town, and I know that there many unwanted IGs and other reptiles, as well as unwanted fuzzy animals. I see no problem in making people have to go the extra mile to get a permit to breed, it would weed out the people who are not serious breeders and will not be able to provide homes for their pets.
When it first came out, it forced every iguana, bearded dragon, snake, rabbit owner to spay or neuter. That is too restrictive. Actually, what happens is fewer people register their animal because of the cost. Offering a spay/neuter mobile for $10 or so in low income areas does a better job. The issue is that not everyone can afford this.
I could send my daughter to an semester of college fo r what I'd pay to spay and neuter my lizards.
