What the heck does this mean?

When they sit under the basking light, open their mouth and flick their throat in and out? Looks like their gasping for air or something. Could it be their way of releasing excess heat as in sweating? I dont know.

Hello,

Yes, it's what they do when they are too hot. It's called gaping. The equivalent of a human sweating or a dog panting.
