My RES is waving his from "hands" around his face. His hands shake very quickly and he's is looking at a rock. He has done this before with the same rock. Does anyone know what's going on in his turtle mind?

yeah the hand waving happens when males court females but male turtles will court othermales, turtles of other species, rocks, shoes, all sorts of things
