Are Eastern Blackneck Garters endangered or protected in any way?

Here in TX, they're not listed as endangered or threatened (www.tpwd.state.tx.us/nature/endang/animals/reptile.htm).

However, we do have a possession limit of no more than 10 (most herps do) within TX without a commercial or dealer's permit (www.tpwd.state.tx.us/conserve/permits/faq/).

I don't think they'd be protected outside TX--I know they sell for a hundred bucks each in some areas, and I think they're captive-bred over in Europe (like the SF garter!).
