my new ratsnake's tail seems to be cut off,,will it grow back

I am not aware of caudal regeneration in snakes, and I have not ever seen it happen. Don't consider it a blemish, it's just more character. I assume it is completely healed over?

It will not grow back. Snakes don't regenerate their tails like some lizards do. The most common cause of this in captive snakes is disecdysis. That means that it failed to complete a shed, leaving part of the old skin on the tail, which eventually cut off blood low to the tissue in the tip of the tail and the tissue died.
