How cold is safe for UPS Next Day?

Hello.

I want to get a baby boa from California but here in NJ it's supposed to be in the 20s during the day and teens to single digits at night for the next two weeks or so.

I would imagine that even with heat packs this is way too cold in my area to take a chance on UPS next day from California, correct?

I have been receiving UPS tortoise and snake shipments here in SE Minnesota when the temps are in the mid 20s with no problems.
