what kind of rays does a blacklight put off? if in the correct area of nm could it be used as a substitute until i receive my mercury vapor lamp? if so, where should it be aligned....top of cage along the side? away from basking lamp? should both lamps be on at same time?

Blacklights emit ultraviolet light, but can be very damaging to eyes. The amount of time you should expose any reptile to it is limited (and I don't know the timing). If your MV light is due to arrive within a week it would be safer to let your cham bask outdoors every day or so instead. If an adult cham is healthy and has been exposed to regular UVB lighting it can go without for a few days, but don't delay too long.
