It all depends on where you basking sites are. Ive used a 100 spot light or a 75 spot ligh. Ive also used just a regular 100watt incadesant bulp and a 75 watt incadesant.
Just get a *digital* thermo (must be digital the other ones suck) and measure it and experiment. If you have a 100watt spot light and it gets to hot you wll need to adjust it or buy a new bulb.
A great nifty gizmo is a light stand thingy. Not sure what its real name is but it holds the light above the tank and you can adjust the height of it. I use one on my Ball Python cage and my other Bearded dragon cage. They rock!

Is it okay to use power sun or halogen flood lights in a 40 beeder? If so what wattage?

I have not had an experience with them, but I would assume that they would work.
As for what wattage... Again you need to experiment on your own. It all depends on how far away your basking sites are from the light.
Buy a digital thermomater at the local store and test them out.

I have a powersun MVB 100wt in a ceramic dome sitting on top of my 40 breeder screen lid.
Works great for me, and temps are perfect.
