New Leopard frog tadpole need help!

Hi,
i need advice on tadpole care. I know what to feed them, and i know they can't have tap water, i gave mine some bottled water and just in case, some water conditioner to take away any chances of chlorine.
He is swimming in his pond right now, not a pond pond, but a cage type of mini pond. since he is still fish like and has no legs what so ever. He zooms around, super fast and then, stops for a bit and then starts up and swims fast and tries to hoist himself a bit on the shore that is at the water's edge a bit, and then stops a bit, then swims on sometimes trying to burrow in the bottom of the pond area, and then sometimes just sits there at the bottom of the "pond" and sits upright and stays like that for a bit of a while then, swims more. Is it normal for them to act that way? and sometimes when they stop, is it ok if they slightly sit w/their sides slightly side ways? meaning not completely sitting at the bottom? it doesn't look as if he's sick or anything, he's quite strong it seems and all.
It is partially chilly here, in my house in (n. cali). But not freezing. How cold can their water go and still be ok? thanks!!!
oh and are they always supposed to stay on the move? like practically non stop? oh sorry another question!! DO they sleep? i guess maybe they do, but i left him alone for a few hours to settle in, and came back to check on him, and decided to add a tad more water to his pond, and he kind of flowed with the current and started to side float and looked almost dead but then, snapped out of it and strongly squiggled about around the pond and up and down in the water like a miniature fish, and just acting like before and very lively. any one know? thanks!!!

Sounds like normal tadpole behavior! I have had some leo frog tads before, and looking at them, you'd swear they were dead becuz they were lying on their side on the tank floor. But stitch on a light, and they rocket all over the place.
In nature, I often see tads just basking on the sides of ponds, sitting around. So that's pretty normal.
Take the water temp, and make sure it is not below 60 degrees.
