Does anyone's turtle do this

Sometimes my turtle goes into a hypnotic state. He stares cross-eyed at a rock and then his arms come out straight in front of his body and he waves them at the rock like crazy. If any can understand what I am trying to say and maybe know what it is he is doing, I would appreciate it. This usual happens after he has moved everything around in his tank.
