sudden aggressiveness between garters

My two unsexed garters have always been living together , with no noticeable problem. They are about 15 months old... One of them as recently shed and now , she flees and whips the other one with its tail wheneverr it gets close. That "dominant" garter is one who's weight has significantly increased in a very small laps of time...i doubt it to be pregnant , as they haven't hibernated and are still young...so what do you belive is the deal ? Is the fat one a female and the other one a male , stimulated by her recent shed and trying to mate ??? If so , i should leave them be... However , if she is alredy pregnant and whises peace , i should seperate them... and then , if neither explanation is good , what explains this sudden change of attitude between these ever peacefull companions ?

well i'll be ! Just as I was setting the new terrarium for my strange behaving smaller one , ...i have just learned wich is male and wich is female...as they are mating right now under my wide open eyes ! I can hardly belive it ! 5 minutes later and it would never of happened !

well..I hope i'll be getting babies !

Was the mating sucessfull is all i can ask myself now...they where at it for about an hour an half , altough i i didn't watch it all , i didn't see a hemipenis...and do not know for sure if they really "connected".Is most of the time spent trying to connect and once its done , the act ends rapidly ?

also : At the beginning , once the male ran atop the female and caressed her with his head , she settled down and mostly didn't move at all during process...he was in a complete vibrating frenzy. My fear is that he didn't properly stimulate her , that she was unreceptvive to his attempt ? Is that correct ? From what i 've read they would roll around, both in some breeding frenzy...wich did not seem to be the case. If sucessfull breeding did not occur , what do you recommend now ?
