HELP!!! My Froggies are COLD

I have noticed that some of MANY different types of frogs have been losing some color and not eating as much as I would like. I was told that there may be a temperature problem. So my first question is what would be the ideal temperature. Most of my tanks have been around 70, but when I put my hand in there or touch one of the frogs they are ice cold!!! and put warm water in their water dish and spritz them with warm water but by the next day it is also ice cold. Is this normal or do I need to increase the temparture. If so how do I do that, I already have an under tank heater under each tank and they each have a UVB Reptisun 2.0 bulb. Please help my cold little froggies!!!

I have found that the only sure way to heat my herp tanks, is to heat the room around them. I keep them in a closed-off room that stays at a good temp. for them. My salamamders do not need this warmth and live in my cooler laundry room.
It might cost a bit extra, but heating your herp-containing room may be the only way to define your temps exactly. That, or get warmer heatlamps? I am not an expert on heatlamps, since I don't use them, but maybe someone else will provide some info on that. UTH pads are not good for frogs becuz in nature, the heat comes from above. They really don't heat the whole tank, they just create a warm basking spot for animals like snakes that need the heat to digest food, and would naturally wncounter warm, sunbaked rocks. I'd sell the heatpads on ebay!
