There is allot of info at this link. But keep in mind that she is looking to ban all animals as pets.
Call your DNR as well for state info, and you might wanrt to post on the herp law forum for this stuff

Check on your local ordinances in your home town on keeping reptiles/rodents/etc. When all is well at that point ask for telephone for state regulations. Just remember when you start breeding your animals you become a farmer.

I know what you mean...great old PA laws. Also check with the Department of Agriculture to see if you need a permit with them. In PA, it's required to have a permit to sell any domestic animals(which include wild animals kept in captivity).
