Getting java moss to grow?

Okay, I orderd some java moss from Black jungle like 3 months or so ago, and i placed nets of it on logs and rocks and the gravel in my tank and its just not growing! I mean the 2 bulbs I have in there are a plant bulb and a repti sun 2.0. The plant bulb probably doesnt do anything helpful anymore, but the moss isnt growing at all. I mean it just absorbs water and sits there even on the log, its in the same or very similiar form it was when i bought it. Now I took some out and put it in water just to make sure i always have some incase the stuff in the tank dies. Heres a pic of the 29 gallon tank: (this isnt an arrow or dart frog tank, its an Fire belly toad tank).

My java moss from black jungle didnt grow either. it just up and died . The java moss I got from my fish store is doing really well though.... go figure.

I've had all sorts of plants and animals alike that sometimes do better when procured from someone in the local area. I guess the animals or moss would then be grown in or used to the water supply (aka clorine content, minerals.) or climate.

Give it lots of light and don't soak it in water. Just keep it moist. put it under a mister so it gets sprayed a few times per day and it has a chance to dry a little (but never completely). Make sure the light is pretty intense too. You'll have no problems. I noticed that once you give it constant conditions it will grow nicely.

Your light looks a little weak for ideal Java growth. It will grow under those light conditions, but very slowly. I have never had problems with java as long as it stays damp.

I can get 1-2" thick growth in about 3-4 months under my bright lights and high humidity.

I agree,
I put a small bunch in my bicolors tank and it has gone crazy.The tank is a 29g with a 36 watt cf kit from AH supply.Today I had to knock it down off the glass some so I could see the frogs.It was creeping up it and some of the strands were almost 3" long.It has grown from the pond up my ghostwood stream so the stream is a strickle,very cool.I have some in a 20high my CR auratus are in and it isn't growing either.The lighting on the auratus's tank is a twin tube flourescent light like you would use over a aquarium.Lighting makes a big difference.If I can figure out how to post pics I may try this weekend.
