basking spot temp is 128, is that good?

128 is should be o.k. but 130-140 would be even better. This allows him to have more self control to regulate his temps. He may not use 140 but on occasion he might. With this much heat he also needs to be able to retreat to 85. With your set-up size you might not be able to achive much more than your doing now.
