Now for your questions.
Coconut Fiber is much better then gravel. Gravel is bad for pacmen as they are verocious eaters and might swallow some gravel. If they swallow some gravel it might cause impaction. So go with the coconut fiber. Also bed-a-beast is very good.
As for your heat source. The best way to heat your pacman is an overhead heat source. A heatlamp with the appropriate lightbulb.
I have a 5 gallon long tank and i use a normal incadesant 25watt bulb in a heatlamp resting right on the screen top and i reach temps up to 83 directly under the lamp.
So it depends on what size tank you use. You need to get a digital (not one of those cheap round flukers ones) and basically test it out. You want temps or around 78-85. I deal is prolly 80-82.
