I was wondering about NY state laws on native species such as milksnakes ie if one needs a permit or such also on non native species like kingsnakes

Not for milks, black rats, etc.

You need permits for All Box turtle species, Wood turtles, (D-back terrapins are covered under other regs) and all threatened/Endangered Species,crocodilians, and venomous species.

Exotic colubrids do not. Rules can vary by municipality though!!

Even 3-toed and Ornate box turtles require permit, yet people here ignore the regulations.
