Ack! Red Leg Disease!

So, I got an ADF and ACF the other day from a neighbor. They've been swimming in their own filth since she's had them, and I cleaned their bowl for the first time in forever earlier today, after I commandeered them. I just noticed that the ADF's limbs are quite red. Now, he's apparently been being fed red goldfish flakes every day, so I don't know if that's the problem, but I also know that there's a Red Leg Disease, and I'm worried. The ACF might be *vaguely* tinged red on his front legs, but that might just be because I'm paranoid. Any ideas on determining if they're really sick/treatment?

Vaguely tinged with red does not sound like redleg, although of course it is impossible to say for sure without seeing the animals. Watch them, keep the water quality as high as posssible and feed them a healthy diet.
