Fluorescent UV light question

I just bought a UV light for my beardie. It is an ESU Desert 7% UVB. There is a strip of a silver stickerlike material on one side of the light. Am I supposed to remove it? I'm not sure if it is part of the light or not. This is my first time buying one so I don't know if it has a purpose or not.

the reflector significantly increases the UV output. The esu lights have some of the worst UVB output I have seen. I have a 3 footer that only puts out 10 at the face of the bulb. other brands put out much more
