Unless your Okeetee carries a charcoal and an amel gene, you can't get blizzard in the first generation. If you breed the Okeetee to a blizzard, you'll get all normal appearing hatchlings heterozygous for amel and charcoal.
If you breed the babies together, you'd get 1/16 blizzards, 3/16 amels, 3/16 charcoals, and 9/16 normals.
Better yet, breed the blizzard male to one of the female normals het for amel and charcoal...you'd get better odds in the second generation:
1/4 blizzards, 1/4 amels, 1/4 charcoals, and 1/4 normals.
Alternatively you could breed her to a charcoal male het for amel or an amel male het for charcoal and play the odds in the second generation, but that's quite a bit more frustrating and you'll end up having to keep back more breeders to reach the same goal.

...doesn't really matter, the principles still apply if your snake is male...breed it to a female bliz.
