The female is probably laying infertile eggs, and this is probably because she's been captive for a while (from the description of her nail length in your other post) and hasn't had an opportunity to breed.
If you are new to turtles, you'd benefit from doing a little reading so that you can properly care for them. For less than $10 you can get yourself a copy of "The Box Turtle Manual", by Phillippe de Vosjoli and Roger Klingenberg, D.V.M., which contains a wealth of information. I disagree with some of the basic housing requirements (I think they need LOTS of room), but the second half of the book alone is well worth the price.
