Looks like Tropidurus torquatus, which is a species native to South America.

i looked up Tropidurus torquatus and its all in spanish.

I´d be more careful...yes, its definitely a Tropidurid and looks much like T. torquatus. But may be a Stenocercus or Microlophus as well. Many of these guys can look very similar-but care can differ significantly! I´d never dare to give a definite ID on such a lizard from one single pic. Also there are lowland dwellers and montane animals in this group which can look very similar.
