Try doing some reseach into...
Rosy Boas and Cornsnakes (get around 4 feet, but are still small snakes).
Those two species are undoubtedly the best starter snakes for a number of reasons.

I like garters and watersnakes, there both cheap and hardy, garter are generally freindly, waters are usually good but can be a bit nippy.
Another very good snake is the smooth green, very friendly, 1' long and eats bugs, same with rough green, but it's about 2' and more arboreal. Both are absolutly beautiful.

how bout a rosy or rubber or sand boa. They all usually stay around 3'.
African house snake. small, my largest female is right around 3 ft, and my adult male is around 20". Look and act like mini pythons. never had any problems getting them to feed. Never been bit. Very outgoing. Mine will come out of their hideboxes when they hear the top of their cages coming open.
