Filter Question

I just "inherited" a tank and filter, but I can't figure out how to get it to work. It's an AquaClear Mini Filter, and I believe I have it assembled correctly, but when I plug it in the fan swirls but no water is sucked up. Does anyone have a copy of the instructions, or know what I might have done wrong in installing it?
