I just got my little giant incubator and I am trying to regulate the temp but the dial is turned all the way down and the temp is still 100'. what should I do?

The incubator is raising the temp above that of the room, so the coldest it should be at is room temperature, when the heating element is off. Does it ever go off? If not, sounds like it's not put together correctly or it is defective.

Try moving it to a cooler room, maybe that will work.

That is nothing a good thermostat cant help...... Moving it to a cooler room might make the temps go higher..... Also make sure your probe is in the substate or in the egg container and not near the heating element..... Even when an incubator has a thermostate with a probe it is still a good idea to put it on a better quality thermostat or have it plugged into a backup thermostat set for a degree or two higher than the incubator setting......
