The only way to really tell is to have a temp strip (or something similar) where the cham will be basking. I don't think the temp in that spot should go over 90-95 degrees. I would also have it as the top of the cage so that the cham can move lower if it gets too hot.

Yes, you need to meaasure the temps at the basking site and the screen (to make sure it's not so hot it burns him) with a good electronic thermometer. A 60 watt could be too hot or too cold depending on the distance and the ambient room temp. It's especially important in your case because the cage you describe (16x16x30) is really too small for an adult veiled. The cage needs to be big enough so that the basking spot is around 90 and the other parts of the cage go into the lo 70s or 60sF. This is another reason why it's so important to have lots of foliage...... the it helps increase the temperature gradient in the cage.
