There was a post on mouse/rat racks not that long ago. It was a very good post. I'm sure you could take that and modify it to your liking.

I made a small rat breeding rack (4 tubs) on Thanksgiving day.
$40 for the wood type supples, $40 for watering system, $20 for tubs. $100 seems like a lot for 4 rat tubs, but there is very little hassle with cleaning, food, and watering, which makes for years of solid return.
