I'm not quite sure what you mean by "cycled" but a female panter should not be bred untill 10 months, and then only when she is ready. (they can be bred as early as 6 months but that increases the risk of her death) Males can be bred as early as 6 months.

No, chams don't have to be cycled like snakes too breed, however once you get eggs, and have incubated them for the duration(usualy about 8 months) many breeders will often increase the mosture content to simulate spring, so the eggs know to hatch. Someone else will have to tell you about how to do it, and I don't even know if it is necisary, but the chams themselves don't have to be cycled.
