How cold should the water be?

How cold should the water be in my water lagoon?

I used to have my heat lamp over the water, and the water was warm to the touch. But I was advised to put the heat lamp over the land side (I also have a heat mat), and now the water is cold. Is this ok?

Cold and hot are completely subjective terms, it doesn't do any good to ask us without giving us numbers. You also did not mention what species of frog that you have.
