heat pad question

I bought a Zoo med Reptitherm UTH and attached that to the rubbermaid (30 by 12 by 12) i am going to house my ball python in. The rubbermaid also has a human heat pad underneath it. I hooked the reptitherm up to a thermostat and set it to 90. This was last night and the ambient is only 70 degrees. The heat pad is working but nothing but the plastic touching the heat pad is warm.

Is something wrong with my heat pad or should i change the set up somehow?
The temps are 70 at the hot side and 70 on the cool side.

Heat pads can only do so much to increase ambient air temps. If your house is cool, you might consider purchasing a cage made specifically for reptiles and use a radiant heat panel to heat the cage (I recommend Pro Products). Although plastic boxes are acceptable for housing bp's, I would personally recommend cages such as: Neodesha, Habitat Systems or Vision.

On a side note, I would be very careful in using human heat pads as a heat source for herps; there are documented cases of houses burning down to malfunctioning human heat pads used for herps.

the human heat pad i am using under the water bowl to raise humidity and it is on low which is 75-80 degrees. I am going to make a custom cage for it soon but needed something for temporary housing.

I've heard about pro products heat panels burning through after like 3 monthes, is that true?

What substrate are you using? Your going to get some heat lose through the rubbermaid and substrate. What's the temperature at the surface of the substrate under each hide? You may need to increase the temperature with the thermostat to make up for heat lose.

I haven't chosen on a permanent substrate so i can see which one keeps the heat the best. I use hides made out of empty small cardboard boxes and the surface temp is like 85-90 degrees on the hot side and like 80-85 on the cool side. What substrate do you think i should use? I am going to insulate the back and sides with carboard.
